Item was not as describe

I brought an iPhone online for $250 the description was use and some small scratch. When I receive the phone the screen showed yellow marks right around the edges. I contact the seller and was not getting no response. So I ended up changing the screen. After I finally get a response and he telling me he can only give me $10.00 back. I told him if he can give me the money I brought the screen for then it be fine up to now no response. Can PayPal help in anyway with this situation. Phone was paid for on 20th September 2018
