Item sent to wrong address by seller PayPal closed case in sellers favour

I purchased an Ebay item and seller put a wrong number on my parcel it was delivered and signed for but not by me. She has stated in Ebay message it was the post office fault. I've contacted royal mail who advised me the tracking number is definitely not my address on the package. I opened a dispute with PayPal and the seller has put the tracking number on the dispute but wont upload the receipt which will show the address it was sent to on that. PayPal have decided in sellers favour and closed the dispute as tracking number shows delivery but not who to. So I'm out of pocket for the item and money. What can I do now please?

Appeal.

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
