Item received was not the item I ordered

I ordered a Folding Weight Bench from a Chinese company and what I received was a small gold ring.  This was registered with PayPal, but they declined my claim as they looked at the tracking and said 'it' had been delivered.  My issue was not that I hadn't received a delivery, but it was something totally different to what I ordered.

 

The PayPal website is not letting me re-open this claim or let me submit photographic evidence.

 

Any ideas how I can re-open this case and submit photographic evidence?
