Item received not what was purchased

Maybe I don't understand the process and maybe someone can explain.  I ordered 3 items for 162.00 and received a junk plastic item (1) from China.  I opened a dispute saying that and PayPal said it was waiting on the shipper.  Now my case says reviewing after the shipper responded (our product is safe to use) but they have nothing to judge this on.  I offered pictures of what I paid for and what I received and the customer service agent told me they weren't needed.  I can no longer respond to the case.  Maybe their product is safe to use, it's plastic and snaps together, but that's not what I ordered, so how is this case judged?  Randomly pick who is right or wrong?  Does anyone know?
