Item not returned but refund issued

I have had a buyer open a dispute after deciding he didn’t want a custom item. The item was over $5000 and the buyer opened a dispute and a refund has been charged to my account. The buyer has not returned this custom item and I don’t believe he has any intention of doing so. So, if I am to pay the refund I will be out over $10,000! I’ve tried to call PayPal and can’t get past a recording and I’ve tried calling 7 today! Has anyone else had this problem and have a positive outcome??
