Item not received

I entered a dispute on an item I did not receive. I emailed the seller and he responded that item was shipped so I did not escalate it. I still haven’t received the item. I entered another dispute with the above information and the advised me to contact my financial institution. The advised me that they couldn’t help me but to go thru PayPal. What do I do now?
