Item not received - paypal won't refund

Hi all, I am absolutely astounded, I have ordered an item from a supplier in August and I still have not received it. Of course paypal has withdrawn the money even if I selected to pay on receipt only. When I submitted a claim I was unsuccessful, it seems all it matters is that the vendor has proof of postage, who cares if the item is not delivered.

 

How can I escalate the claim to a real person instead of a robot??
