Item not received dispute after limitation

Hello, my account has been limited which means I cannot dispute a transaction for a laptop not arriving in over 2 months now.

 

I tried contacting the seller by phone, messages and social media a number of times up until now but I've been completely ignored.

I also messaged PayPal but get an automated reply that the messaging services don't work and there is also no number for me to call?

 

I'm extremely worried as I sent this large amount before my account got limited and there is no option for me to dispute this now... Please help!

Your best bet is to wait for paypals phone lines to be up and working and then phone them to open a claim for you. (You have up to 180 days to do so from payment).

OR If you funded your paypal payment via a credit card the see if your card issuer will help you.

Failing that if the seller is in the UK as well the small claims court?
