Item not received and used PayPal for CC Transaction without making PayPal Account

Wife ordered Christmas Ornaments to what we now know is a Chinese company...that purported itself to be USA based.

No items delivered since Nov 10, 2020 order date.  Have contacted multiple times and keep getting a run around.

Can't do Resolution Center since not linked to a PayPal account even though vendor used PayPal to take our AmEx card for the transaction.

How do I pursue a credit back to our CC?

I just now received my ornaments and Christmas has come and gone. Didn't even come with the nice boxes and saying it describe them coming with. Very disappointed. Will never order from here again
