Item not received - Claim file but denied

I purchased and item 08/11/20.  08/15/20 Opened a Dispute payment because web page is no longer available and customer service email failed too.    

 

Seller submit a bogus tracking # that magically matches my zip code and only with that my claim is denied.     Customer service is asking for a Intra Net or Intra form from UPS.   Since UPS email confirmed that tracking # does not have my address or my name that form cannot be provided.    obviously I don't have the item and out of $ 139.99.  PayPal keeps protecting the seller because their investigation matches the tracking # and it's delivered (to somebody else).   

 

So what its next?     This is Fraud and the seller know the loopholes in Paypal policies.  PayPal don't want to research further unless I have the Intra form that UPS cannot provide for privacy reasons (I understand the tracking it's not going to me).
