Item never received, seller "faked" the tracking number and shipping website

I am not satisfied with a dispute case closed by Paypal dated 17Sep2020, Case ID: PP-D-73089185. The case was closed for the reason that the seller "clamied" a tracking number is provided, LZ086284899CN, China Post EMS. I tried to google the tracking number and it says the shipping is partnered with "Aussie Post". There is no such thing called "Aussie Post" in Australia. The package tracking website appears to be a fake. I tried to track the package with the tracking number on official "Australia Post" website. The result is that no such tracking number had been scanned (or valid). I believe the tracking number is fraudulent and the tracking website is a completely fake.
I found that some other members in the community have the same problem. All I am really after is a full refund but apparently, Paypal just closed the case and saying the seller "provided a valid tracking number".
