Item is delayed by Australia post and buyer recieved full refund?

Hi,
I sold an item 10 weeks ago on ebay interstate and provided a tracking number. However due to the lock down in this state their has been major delays with Australia post. Currently on the tracking of Australia post it still says "delayed".
However the buyer made a dispute that the item has not been recieved and paypal has given a full refund to the person?
The item being delayed is not my fault and i have provided proof of tracking, what options do i have? I feel like i have been scammed by paypal and this

buyer, should i seek legal council?
