Item faulty after use

Hi I ordered some pans from eBay back in January and after a couple of uses all the pans have started to peel and ate now unusable. I have tried to contact seller but he won’t respond. I used PayPal resolution centre but was declined as it said item was as described. Any idea how I can get a refund.

Paypal does not provide warranties and unfortunately does not normally get involved in the quality of what you buy.
If you funded your paypal payment via a credit card then consider a chargeback?
Or failing that small claims court if the seller is in the UK as well?
Advice is voluntary.
