I'm a long time PP user, and I have never been in a situation like that with a seller.
I have purchased a model toy from a seller in China, the value including shipping was just shy of $500. out of it, shipping was about $120.
The item arrived broken, it was poorly packaged and shipping companies showed no mercy.
I have talked with the seller and he immediately escelate the case to a claim and asked to send the item back for refund. I have explained that I only ask that he will send me the damaged parts again but he didn't care. It's like he knew I have nothing to do basically as he is not willing to cover return shipping.
Sending the item back will cost me about $120, so even if I will get my money back, It will be $120 loss at my end with no reason other than the seller can and PP allows it.
There is no way for me to respond in the PP resolution center, I can only upload tracking number of returned item.
Any help will be appreciated.

If there is an issue with a purchase, you can dispute the transaction on your PayPal account. More information on the dispute process can be found here - https://www.paypal.com/smarthelp/article/how-do-i-open-a-dispute-with-a-seller-when-a-purchase-goes-.... For items not as described, you may be requested to return the item to the seller in order to receive a full refund. The buyer is liable for the return postage costs and the item must be sent using a tracked delivery service.
