Item arrived 180 days after purchase; can I contest the charge?

We bought a custom table for $600 from Czechia. Shipping was $600. The table was made, shipped and arrived by freight 6 months later. There were surprise fees to pick it up from the port. The company pleaded with us to "just pay it" ($654 in fees), send them the invoice and they would reimburse. They never did. They blocked us, never answered another email, text or voicemail again.
How do you dispute a charge when there is a 6 month gap between when you paid and when you received the product?

Sadly paypal does not protect you over 180 days and i doubt you would get a refund anyway in this situation.
You are responsible for any import taxes that your government charges you to import goods. Its not the sellers responsibility to know the import laws of every country in the world.
Advice is voluntary.
