Issues with bank account linking

My paypal was limited for 180 days after which i received an email that the funds are eligible for withdrawal. I have now tried to link a US bank account every time i try it directs me to resolution center. Someone kindly assist on how i can link and transfer funds?

Is it a U.S bank account opened on U.S soil OR just a USD currency account which is not available for withdrawals after permanent limitation.

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...

1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.

4. Have you considered contacting Customer Service via Facebook or Twitter?

Its just a paypal ussd currency account not from US actually its Kenyan Paypal. How do i connect with their live chat? They neither respond on Fb or twitter
