Issue with Resolution centre

Hi - just wondering if anyone has experience with the paypal resolution centre? I have logged an issue with them, where a seller sent me half my order - and that half was wrong. Never saw the other half! I have contacted and been ignored by the seller many times over the past 2 months. I checked back in to paypal to see how my claim was going and it is closed. No resolution, no nothing, just flippantly, closed. I then spent 1.5 hours online and on the phone trying to reach paypal to find out why it is closed - and to escalate to a claim and their system seems to be designed to take you around in circles without actually achieving anything. I am horrified at Paypal's seeming complete lack of concern and incompetent system. Any ideas?
