Issue resolving a payment that was never received by seller

At the beginning of October, I tried to order an item from an online national store. After proceeding to checkout and logging into PayPal to pay for the transaction, I received a pop up from the seller that for whatever reason the payment didn't go through. However Paypal went ahead and debited this amount from my account. I contacted the seller who said they didn't receive the money so I filed a dispute with Paypal. They closed my dispute and said that it wasn't a billing issue so it was closed. I have tried chatting with the help feature and I've tried calling, but have never been able to make it through to an actual live person. I just want my money put back into my account as I am now out the money and didn't receive the product. I don't know what else to do at this point, but I'm ready to cancel my account because what good is it if I can't contact anyone if there are problems?
