Is this chargeback warranted?

Hello PayPal users, im trying to figure out if this is warranted for a chargeback, about a month ago I purchased an account from someone who was trusted on a big account selling website, at the time he did give me access to this specific account. He than got banned on the website as he scammed many people including me. So now, he recovered his account and won't respond to me and basically just took all my money. The deal me and him agreed on was that I was the new owner forever, and that he would not be allowed on it ever again. He obviously violated our deal by scamming me for the account and many other people. Does this warrant a chargeback?
