Is there are contact for reporting FRAUD when you DON'T have an account?

I'm going around in circles trying to find a phone# or email in the Contact Us page and the Help Center and I've wasted nearly an hour, so I'm giving up and asking here:
I am trying to assist an acquaintance who is dealing with identity theft. It appears that someone has set up a Paypal account using a debit card number that was stolen from their elderly mother. They are already working with the bank to freeze the debit card, but would like to also contact someone directly at Paypal to address the fraudulent Paypal account. They don’t have a Paypal account so cannot log in to access any of the available means of contacting Paypal. I’m just looking for a phone number or email address that they can use to contact the Fraud department, please. (It really shouldn't be this hard!) Can anyone point me in the right direction? I would be most grateful!
