Is there any way to get your money back from sending to a person as "friend"

I used my credit card to send a payment to someone as a "friend" for a request for something but they end up not doing it. So now my credit card is frozen, was wondering if they can still get the money.

Welcome to PayPal's Community Forum! I know how frustrating it can be to not get what you have paid for. Regrettably, if you've selected to send the payment to Friends and Family, it is ineligible for the Purchase Protection that we offer. In the future, it's best to mark that the transaction is for Goods or Services so that we can help protect you if an issue arises. Payments sent using a credit card are typically completed instantly, so I'd recommend reaching out to the recipient directly to request a refund
