I've tried filing a dispute though whatever link the message center gave me, but the continue button was covered up by a pop up about cookies that didn't go away. Nice website design, PayPal. I then tried over the phone. The robot filed a dispute against a different transaction (hopefully the seller doesn't cancel my order) and hung up when I tried to connect to a representative. Really PayPal?
