Is paypal helping scammers like Shenzhen Suya?

Shenzhen suya scammed me by sending me something different from what i ordered. Paypal wants me to return the garbage to China which is much more expensive. Paypal closed my dispute and i lost money to these scums. Case: PP-D-70412587
