Is it normal for Paypal to not let you transfer money to your bank?

I just started selling on Ebay and when I tried to pull my money off of Paypal it limited my account. Now I have go through a process??

Is this because I am new, Is this normal, Shoudld I be worried. I spent a lot of money on shipping. This could really be bad for me.
