Is PayPal even working right now?

I have a PayPal account linked to a Credit Card. PayPal put limitations on my account a week ago and has not resolved them. I rarely use the account and have no suspicious transactions. In the resolution center, there is no transaction for me to review. There is an icon to click that takes me to my statement. I can't close my account because of the issues. There is no way to contact them as they don't list a phone number. When I found one online, it said we can't help you and hung up on me. The Help Center actually says you can send a message but it's just an automated response system. So...I opened another account and added a card, which they then wouldn't let me use. I added another one, that it accepted but which it also wouldn't let me use. Are they completely hosed up at this point?

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...

1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.

4. Have you considered contacting Customer Service via Facebook or Twitter?
