Invalid tracking and partial refund

We purchased an item off marketplace and paid via PayPal. In the description i listed the item number, description and purchase price. We paid the seller and shortly after, he sent a $10 refund. He started that the shipping was less than he quoted. He has Marked the item as shipped via usps and provided a tracking number. No carrier has record of the tracking number. He is. It responding to emails. I went to the dispute center and there is no option to file a dispute for the transaction. It allows me to select the payment I sent, but then the next page says to report unauthorized usage. There is no option for anything else. Suggestions?
