Incorrect Refund

Hello! I recently sold an item to a buyer at a high discount. From $100 to $75 plus I covered part of the shipping from US to UK. She is now claiming the package was never shipped due to a customs charge required of her upon arrival. I have provided full proof of shipment and have requested to be provided with the information of the post office to double check it's a customs claim. She refuses to respond to me. Paypal has now ruled in her favor although I have provided full info and explained there's a high chance she's received the item and is now lying to receive a refund, especially since it was a pricey piece already. I have appealed once again and am planning on calling PayPal again. Is there any hope?
