Incorrect Item

I hope somebody can give me some direction of what to do.

 

In August I saw an advertisement for animated pumpkins on Facebook.  The pumpkins would sing and tell jokes, there was supposed to be a projector inside the pumpkin so the mouth moves.  I went ahead and placed an order for it.  The website said it would ship within 7-10 days.  After two weeks I had not received any tracking information.  I started to email the company with no reply.  The more I looked into everything I realized I may have been scammed.  I made a dispute with PayPal and within a day I get a tracking number from the company.  The tracking was from China and did not show any movement for about a week  I emailed the company and the next day it showed that it was delivered to the local post office in China.  I am thinking everything will be fine.  The package arrived and it was nothing like what was ordered.  What I received was three small pumpkins that you would get from the dollar store.

I went ahead and escalated the dispute for receiving the wrong item.  Basically it was a bait & switch.  They came and said that they would refund $10 of my $69.99, which I refused.  This was about 3 weeks ago.  Just today they stated that they would give me a full refund if I were to ship it back to them,  the cheapest shipping will be $30.  

 

It does not make sense that they can do a bait and switch and I must pay for shipping to send it back to them.  What should I do?

In the event of a dispute you need to bear in mind possible return trackable costs before you buy from that seller / item / country because....

Paypal state this >>
PayPal is not obliged to reimburse you for any costs that you incur to comply with any of PayPal’s requests for cooperation for the purpose of resolving the problem (including, without limitation, costs that you incur to return a SNAD item to the Payment Recipient or another party as PayPal requests), although sometimes it may reimburse these costs.

Although they will compensate you for some of the cost if you have activated this at some point before you made that transaction.

You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.

Thanks for the info.  Unfortunately I paid through the money that was in my PayPal account.
