I was scammed/Pay-Pal wouldn't communicate with me

I was scammed by a fictitious company selling Smart TV. I filed a dispute with Pay-Pal giving them the details of the website That scammed me out of $98.00 for a Smart TV. After the initial statement, I couldn't give Pay-Pal any more info ask any questions nothing. I tried calling them, E-mailing them, going to the resolution center, everything. I couldn't get them to respond. I tried contacting the seller, but have no idea who it is, their info is in Chinese. I searched for it with Google Search and translate and got a lot of results, but none of them matched exactly and the company I was scammed by of course was not listed. I had no way of communicating with the seller and Pay-Pal wouldn't give me the contact information for the seller, but they sure gave them my money. The seller gave a tracking # for UPS, when I tracked it UPS claims a 3lb package was left on my porch, would not give me the address of the shipper, and I never received any package. I am filing a dispute with them also. How do I appeal Pay-Pal's decision, get the sellers contact information, and get my money back?

APPEAL

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.
