I was probably scammed. I want to prevent the merchant to process the payment

Hi,

 

So I purchased a PDF from this reliable-store website and was supposed to receive the download link in 12 Hours Max. 
I didn't receive the download link and I could find out later that website has been reported as being a scam.

 

At the time I confirmed the order I received an email from Paypal stating that the "funds will be transferred when the merchant processes your payment". So I need to know if it is possible to cancel the payment and get my money back.

No, temporary authorizations cannot be canceled. Only when the payment is marked completed in your PayPal account activity, you can dispute it back.

 

To file a dispute, locate payment transaction in your PayPal account activity, click it, then click "Report a problem" to file an Item Not Received (INR) dispute.
