I was permanently limited for no reason?

I was using paypal fairly, I read over the user agreement plenty of times and even vowed not to break anything and use it fairly, I log in one day to find out my account is limited, I go, "Oh Well, I guess I'll just have to provide the documents", as everything on my account is legitimate and completely correct. I provide the documents and I come back the next day or so and I find the limitation updated to now be permanent, keep in mind that I literally had everything verified on my account, my bank account, my ssn, etc. I had just started an online business and I received $97 and it was put on hold, I don't see how that's breaking the User Agreement, because I was using it fairly. I had not bought anything, nor have I received a dispute or a chargeback, so what's wrong PayPal?
