I was 17, sent in my ID when I was 18, said I violated terms giving me account limits

So they sent me an email saying to withdraw my money and delete my account and recreate it problem is...

• I can't contact a human who works at PayPal
• I can't withdraw money through cash at Walmart, I get an error saying there's an issue with my account
• I try to send the money in my account to a friend and it won't work
• I try to take the loss of the money in my balance and DELETE my account and it won't let me

I get paid through PayPal and now don't have any sort of access to do anything within my account.

PLEASE HELP IT WOULD BE VERY APPRECIATED
