I want to ask why PayPal do not issue a refund to an Item not Receive Dispute Transaction.

Few days ago, I received a limitation messages from PayPal AUP that my products are prohibited in the platform, the limitation is no appeal.
I contact to my customers that I need to cancel all orders & issue a refund to unprocessed order. Now, the case is so rare because the limitation of my account has no Refund, I read everything about AUP violations, about refunds nothing listed that when you get a limited account you’re unable to issue a refund.
I have 7 disputed transactions active at this time, unfortunately I cannot issue a refund all of them, I tried to issue partial refund but in went right but my customer says PayPal is sending click bait that I’m he is going to accept the tracking # and close the dispute. It is so weird by PayPal doing this right now.
I hope someone from PayPal support will answer.
