I keep trying to cancel my account but I have account limitations. I cant complete those account limitations either because I don't have the following ID. Is there another way to verify that it's me and not someone else.
You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
Or have you considered contacting Customer Service via Facebook or Twitter?

You need to call and speak to a live person..
And come to some sort of resolution.
