I've got my account access limited

Hello, yesterday i recevied an mail with a biling information that i've bought something around 15$, i decided to refund because it wasn't me and my account got limited access. Now i've change my password but i have to upload a photo ID, i'm 16 yo and i uploaded my id but still not working.

So I had this problem and after about 20 calls to customer service and yelling on every call I finally got a rep to take it off. So I guess I'm saying you have to call alot but it will come off

As you are not allowed to have a paypal account until you are 18, then you can't verify that account anymore.

So it will stay limited and any funds frozen.
