I tried to file a dispute but can't. How can I resolve this

I have tried to dispute a fraudulent charge on my account. When I try I get the message...Unable to complete your request...We're sorry, you can't file a case on this type of transaction.

I have no idea who or what this company is.  They are NT-DIG.CO.   They keep taking money from my account. $1.95, $39.95, $3.95 so far.

How do I get this resolved and refunded?
