I sent a payment to a fraud account

I made a payment to a fraud account. I tried to report this and opened a case, but Paypal closed the case immediately the next day. I can't reopen the case anymore. I tried asking for help at the message center for days but there is always no available agent. I even leave my laptop open during their full office hours hoping to be connected to an agent, but still nothing. I've also tried calling their customer service for days, still nothing. I've even tried calling to different countries, but they just keep saying that there are no agents available due to covid. I sent a BIG amount and I need to get a refund from this. What else can I do?
