I returned a Phone to China but 3 months later it has been sent back to me

Hi 

in Nov 2019 i returned a phone back to the seller in China for a refund because it was not the modle phone I had ordered,

Paypal refuned my $199 to my account in November but today the package has come back marked return to sender

I have the money back and the phone 

What should I do ?

Its abandoned. Keep it, resell it. You did your part in returning it. You won one for the team for once. You may contact the seller and see if they want it sent back and pay for the return shipping and see if they respond--up to you, really.

It’s junk to them. I’d just keep it for a few months and then throw it out or sell it (better make sure it works).
