I reported fraud - PayPal closed out my case based on a false claim from the seller.

I reported fraud - PayPal closed out my case based on a false claim from the seller that he had delivered to me, and a false tracking number from the seller. He now has my $98 I have nothing, The package he was supposed to send was 40 lbs, the tracking number was for a package under 1 lb. And I verified with UPS this was "not sent to my address" I want my money back. NOW.! Case ID: PP-D-76063128 I cannot get a human to help me with this.

Get official documentation on UPS letterhead of their findings and file a police or ic3.gov report, message PayPal to appeal the case and attach those documents as pdfs.

If you're not getting anywhere with PayPal, then you may dispute with your card issuer, if you paid with credit card as per section "Dispute with us or your card issuer":

Thansk for the information 

I will file a police report - but this will not recover my losses.

Unfortunately - message PayPal to appeal - is a non sequitur.

There is no way to message PayPal on a closed claim (absolutely none).
