I pay for goods, not arrived,only "i want to report unauthorized activity" on resolution center

Hy everyone.

At 8.Oct.2020. i send money for goods via paypal to everyone. Not ebay, other classified buy was.

The item doesnt arrived.

I try to contact seller, but no result.

I try my money back, but when i try report problem, there is no other possibility just "I want to report unauthorized activity"

How can i fix it?
