PayPal cannot issue partial payment, that has to be negotiated and followed through by the seller or it is on the seller to fulfill the rest of the order. If PayPal ruled in your favor, you return with tracking what you received under Significantly Not As Described (SNAD) claim to receive your refund. 

PayPal don't cut the baby in half. Its all or nothing.
