I paid for goods but seller didn't send item.

Hello there, I have a bit of a headache... I've paid for an item but seller didn't send it. What's the next step? I've opened up one of those community resolve but so far nothing from PayPal side. The seller said he's on to refund but couple of days passed and nothing. Any help would be appreciated.
