I ordered and paid for item, got a PayPal receipt, Merchant website not available

Please help me.  I ordered an item online on 4\06\2021.  Got the Paypal receipt.  Tried to access tracking to find out about my item, but its never been shipped.  The website is unavailable.  I have tried emailing the person in charge, no reply.. paypal phone lines are overwhelmed, their message system is terrible,.....  What do I do to get my money back?
