I opened my PayPal account when I was 16 and I need to shut it down

I opened my PayPal account when I was 16, I have $0.15 in my account that I can't transfer because it's not the $1 minimum for transfer. How do I just let PayPal know this so they can shut it down and I can move on with my life?

I have been trying to close my account for 2 years to no avail. I really just want to close it because I opened it when I was underage and I'm not allowed to use my wallet.

Sadly you would never be able to close it as it would be a permanently limited underage account.
