I need to appeal a claim!

I ordered a 3-bundles of hair weave from a seller. I was sent a package that damaged, dirty and torn, AND I was sent a wig ( NOT what I purchased). I contacted paypal, and they made me talk to the seller. The seller kept asking for a "ST" number. I sent the seller pictures of what I got, which was literally a damaged packing bag with FedEx information, and a wig inside of a ziplock back with a barcode. I did NOT receive a ST number. I escalated the claim to paypal, and they told me that because the seller provided shipping information of my package being delivered, my claim was denied. WHICH IS NOT the reason for my dispute! I didn't receive my the items I purchased. 

 

I searched how to appeal the case, yet there isn't an option for me to appeal on the page of my denied claim.

 

This is really upsetting. I am basically being robbed.
