I need to access a case, but I get an error message.

I need to respond to a partial refund (decline it) since I want to continue to escalate the case. I have received a defect product, and I think I'm entitled to a full refund. When I try to access the page where I can respond, I get and error message where it says it's a problem on PayPal's end. If I don't respond today, the case will be closed.

Why not just escalate?
