I need help here on item bought

Pls I bought an item from cheapshop5 since June up until this moment I haven’t heard anything from them and pay pal is not responding or making any move to refund pls how do I go about it

If you did not receive the item that you purchased, you can file a dispute for an Item Not Received, which is an initial phase where the buyer and the seller try to find a friendly solution without our intervention. If the seller does not respond, you can escalate the dispute to a PayPal claim and let us intervene. Once you escalate the dispute to a claim, the seller has 10 days to respond to it and if no information is provided within that timeframe, the case will automatically close in buyer's favour. If the seller provides the requested information, PayPal will review the case within 30 days.
