I haven't received my purchase via Guest Account

A few weeks ago, I purchased something for a guest account. I haven't received a tracking number, the purchased item(s) nor is the seller communicating with me. I would like to know how to open a claim/dispute about this particular purchase.

Have the receipt ID number from the PayPal email receipt and reference it when requesting to open a dispute:

 

  1. Go to: https://www.paypal.com/smarthelp/contact-us
  2. Click Disputes and account limitations
  3. Click Disputes
  4. Click Dispute a payment
  5. Click Message Us (or Call Us) after the "This information might help" box or on the green box that pops up.

Much as you would like the U.S government has no power over a China website.

Report all you want the only way to get your money back is via Paypal or your card issuer.

I’m full aware of who I can and can’t get a refund from. It still needs to be reported. The more attention brought to this can’t hurt things a bit. But it could help in some small way of it not happening to the next person.
