I have submitted all the information requested about 3 weeks ago and still account is Limited

After emailing Paypal received the following reply:
"In an effort to assist you as quickly and efficiently as possible, please direct all customer service inquires through our website.
1. Log in to your PayPal account.
2. Click on Help & Contact at the bottom of any PayPal web page"
However; I don't see a phone number or anything about calling, when I follow the above steps.
Can anyone send me a screen shot of where is the place that shows phone number ? Or Can anyone send me the phone number I should call regarding account limitations after submitting all they asked ? I am from Australia.
