I have not received my $360.84 refund from Paypal. I have contacted the merchant, Home Depot. They said that they issued the refund to Paypal 3 weeks ago. Paypal says they never received it. Home Depot gave me a reference code for the refund transaction. I gave this to Paypal and they still denied my request for a refund. I can't reach Paypal by telephone. The number says no one is available. What should I do? I have filed a request with the PayPal resolution department 3 different times. Each time I was denied. Thank you in advance for your help.
